What is a radiation equivalent circuit?

As an example for TO-220 (cross-section)

A radiation equivalent circuit (Figure 1) is a thermal circuit described by an electrical circuit.
By replacing the heat flow by current, the heat path conducted to the outside can be represented by an electric circuit.
Figure 2 shows the thermal resistance from device junction to ambient.
