Kaga Toshiba Forest, a natural woodland habitat maintained by Kaga Toshiba Electronics Corporation ("Kaga Toshiba"), a Toshiba Devices & Storage Corporation Group manufacturing company, has been recognized as a "nationally certified sustainably managed natural site" by Japan’s Ministry of the Environment. The certification was made under the Act on Promoting Activities to Enhance Regional Biodiversity, and a certification ceremony was held on September 30 at Sabou Kaikan in Tokyo’s Chiyoda-ku.
In 2023, the Ministry of the Environment initiated a program to encourage local governments, companies, NGOs and other parties to conserve biodiversity. The program recognizes corporate forests, efforts to maintain rural landscapes between town and villages and mountains (satoyama) and urban green spaces as "nationally certified sustainably managed natural sites."
Building on this, in April 2025 the government enacted the Act on Promoting Activities to Enhance Regional Biodiversity to promote “nature positive” activities. Under the act, the Minister of the Environment, the Minister of Agriculture, Forestry and Fisheries, and the Minister of Land, Infrastructure, Transport and Tourism can certify "enhancement activity implementation plans" implemented by companies, NPOs, etc., as "nationally certified sustainably managed natural sites."
Kaga Toshiba is located in Kaga City in Ishikawa Prefecture, a largely rural region of rolling hills and mountains on the Japan Sea coast of central Honshu. The company has long been interested in conserving the area’s natural landscape and biodiversity, and in fiscal year 2013 it turned intent into action by leasing 3.33 hectares of city-owned land in Tatsunokuchi Hillside Park in neighboring Nomi City[1]. Today, Kaga employees and their families, with the support and guidance from Nomi Satoyama Fan Club and the local government, maintain, protect and preserve the forest environment for now and into the future. Under the April 2025 act, Kaga Toshiba developed a forward-looking “enhancement activity implementation plan.” This was accepted by the government, which recognized the forest as a "nature coexistence site." In the near future, the forest will be one of the areas certified as a "nationally certified sustainably managed natural site," excluding overlapping protected areas, and it will be registered in the international database, “Other Effective area-based Conservation Measures” (OECM)[2].
