What are the differences between "Absolute Maximum Ratings" and "Operating Ranges" of the general purpose logic ICs?

The Absolute Maximum Ratings that, in order to maintain an IC's life and reliability, must not be exceeded even for a moment. On the other hand, the operating range is a condition for guaranteeing normal operation, and this condition must be surely observed for use.

If any one of the operating ranges is exceeded, the IC operation cannot be guaranteed. Be sure to use ICs within the respective operating ranges. If it is difficult to do so, select other ICs with appropriate operating ranges.
