What are the differences between "absolute maximum ratings" and "recommended operating conditions"?

Absolute Maximum Ratings

The rated values that, in order to maintain an IC's life and reliability, must not be exceeded even for a moment 

Recommended Operating Conditions

These are electrical conditions that must be observed to ensure proper operation.

If any one of the recommended operating conditions is exceeded, the IC operation cannot be guaranteed. Be sure to use ICs within the respective recommended operating conditions. If it is difficult to do so, select other ICs with appropriate recommended operating conditions.
